For a long time, the fee-for-service model has been used as the healthcare reimbursement method. However, due to the demerits of the model, for example, the declining quality of care, value-based healthcare payment strategies are proposed. An example of a value-based payment model includes the merit-incentive payment system (MIPS). Instead of considering the volume or number of services provided, the system determines payment based on the clinician’s participation and performance levels (Johnston et al., 2021).

Based on the 2021 MIPS, care providers can have a positive, negative, or neutral payment adjustment according to the scores of the performance levels. This payment model has, however, attracted an ambivalence of attitudes. While some people love it, a group of clinicians feel it is burdensome and un-meaningful following the negative reimbursement programs. Hereafter is a project, a federal quality program meant to improve medical reporting, which ultimately improves the performance scores of clinicians and the quality of patient care.

Subject Matter Experts

In a previous study regarding medical reporting, first-year residents in the United States spent 43% of their time interacting with electronic medical records, time that would otherwise be spent on patients (Maas et al., 2020). Therefore, systems to improve medical reporting are essential to minimize time wastage in care settings. A group of experts, including the care providers and the health informatics team, play a role.

A health informaticist’s role is increasingly relevant in the currently digitizing healthcare (Ruiz et al., 2017). In this case, a health informaticist oversees the project implementation, particularly areas that include the use of the technologies. A group of information technology experts compliment the health informaticist in ensuring a seamless implementation. The care providers including nurses and doctors, help in identifying the problem and possible solutions. There is an issue with the MIPS program; therefore, a system to improve the clinicians’ performance score and patient care is required.

Requirement Elicitation Process

For a successful project implementation, a team is tasked with securing and obtaining the right resources. The successful implementation, therefore, depends on the timely procurement of affordable, viable and functioning resources, both technologies and manpower (Marklund, 2020).  A series of meetings with the stakeholders will be conducted as part of the requirement elicitation process. During the meetings, the care providers will state the problem they intend to solve, and the project’s objective.

Further, the patients’ needs and preferences be highlighted to determine the appropriate requirements needed (Marklund, 2020). Additional important considerations in the requirement elicitation process include technical feasibility and also the issues that may arise following implementation of the project (Marklund, 2020). The appropriate requirements must meet the needs of the patients and must be economically and technically feasible.

Functional Requirements

To improve the performance score of clinicians in MIPS and upgrade the patient, specific requirements, particularly technology, are needed. First, speech recognition technology is essential in medical reporting (Tran et al., 2020). In a previous research regarding the use of speech technology in medical reporting, Maas et al. (2020) discuss Care2Report, a system used to automatically generate report.
