The idea that people, or human capital of an organization, play a strategic role in the organization’s success is the foundation for strategic human resource management. Strategic human resources management requires that non-profit and government organizations develop a strategic plan and a strategic human capital plan that integrates workforce needs and human capital system needs. In this Discussion, you will begin to analyze a strategic human resources management plan. As part of the process you will look at a government or non-profit organization’s workforce needs and human capital management systems in light of its mission, goals, and the changing environment. The purpose of this analysis is to enable government organizations to reward, recognize, hire, train, and develop employees in ways that support their strategic goals.

For this Discussion, review this week’s Resources. Review Chapter 2 of Human Resources Management for Public and Nonprofit Organizations. Focus on the strategic human resource in the context of the present time. Review the articles and the course media “Strategic Human Resource Management” from Human Resources Management. Identify government or non-profit organization with which you are familiar. Reflect on both the strategic human resource management policies and practices used within this organization.

With these thoughts in mind:

Post a brief description of a government or non-profit organization you are familiar with. Describe a strategic human resource management (SHRM) plan for this organization, addressing each of the workforce changes: reduced workforce, increased retirements, pay freezes, hiring freezes, furloughs, and reductions in force (RIF). Explain which SHRM plan was the most challenging to describe and why.
